In recent history, these agreements have been signed within the framework of two EU policies: the Stabilisation and Association Process (SAp) and the European Neighbourhood Policy (ENP). The Government of the People`s Republic of China is using its influence over neighbouring economic powers to prevent it from signing free trade agreements with the Republic of China (“Taiwan”), which claims that the ROC has been eliminated and that Taiwan is therefore part of its territory.   Instead, Kuomintang-led Taipei was motivated to sign the ECFA with mainland China, in part in the hope that the People`s Republic of China, as soon as it has this agreement, will stop pressuring other countries to avoid such agreements with Taiwan and counteract the negative consequences of the Chinese free trade agreement with China.  ECFA has been compared to the closer economic partnership agreements with the Hong Kong and Macao Special Administrative Regions in mainland China.  Under the new agreement, the EU can be more selective and flexible in allocating and using its development resources. Endowments are based on an assessment of a country`s needs and performance and include the ability to regularly adjust financial resources. In practice, this means that more money can be paid to “good interpreters” and that the proportion of “bad interpreters” can be reduced. The Mediterranean countries (Algeria, Morocco, Egypt, Israel, Jordan, Lebanon, Libya, the Palestinian Authority, Syria, Tunisia) and the Eastern European countries (Armenia, Azerbaijan and Belarus, Georgia, Moldova, Ukraine, but without Russia, which insists on the creation of four COMMON EU-Russia areas) fall under the EPI. Seven Mediterranean countries have established a “Euro-Mediterranean Association Agreement” (EMAA) with the EU, while Palestine has an interim EMAA agreement.  Syria signed an EMAA in 2008, but the signing was postponed sine die. Negotiations for a framework agreement with the remaining Libyan state have been suspended. negotiations in 2013, but decided not to sign the agreement, while Azerbaijan was negotiating an AA.
